Terminal Services Disconnect/Shutdown

I am not sure which group to ask this on so I will start here and be redirected if someone has a better idea.
I have been poking around in the group policy editor trying to figure out how to enable Shut Down on the start menu via a terminal server client. Right now all I get are Log Off & Disconnect while on the console Shut Down is available. 2003 server display's Shut Down while XP displays Disconnect, so this is likely to be a systemwide setting related to the role of of the OS. I see the policy option for removing Disconnect from the menu, but that is not what I want since it is intended to prevent the user from detaching. What I want is the ability to restart the Vista box remotely. Any ideas?

You could simply go to Run and type in "shutdown /r" without the quotes. That should do it.
However, you need to make sure that you're network will enable itself on restart - ie. if you have a wireless button on your laptop, that will need to be physically turned on so that you can then connect to the wireless network and therefore get Remote Desktop back.
